A site is first placed inside its hydrologic unit and basin — the water and grid story reads at that scale before it reads at the parcel scale.
Jurisdiction is layered
Township, county, and state jurisdiction are each recorded separately, since permitting and taxation often split across all three for one site.
One site, many boundaries
A site's page shows its parcel, its township, its watershed, and its utility territory as four distinct boundaries — never merged into one shape. The parcel number is the identity anchor.
