A project's place in an interconnection queue is published as a lead — queue entries are withdrawn and re-filed constantly, so a position is never read as a commitment.

Utility rate-case and tariff filings are the record; a company's own announcement is treated as unverified until a filing corroborates it.

Where multiple projects share a substation, the record sums the filed load requests rather than reporting a single interconnection in isolation.
